The report argues that large-scale selective licensing schemes are an important tool for local authorities seeking to tackle rogue landlords and improve standards in the private rented sector, as well as helping to address wider issues such as anti-social behaviour.

Included within its recommendations is the return of licensing powers to local authorities, rather than requiring a lengthy and bureaucratic application to the Secretary of State to introduce or renew any large scheme. Decisions to implement licensing should ultimately rest with local authorities, where there is greater understanding of local need.
