Published for our Summit in Liverpool, November 2009, this report looked at the practice of Core Cities as employers in their own right, showing how they are working to improve routes to work.  However it also revealed a series of wider barriers to dealing with issues of worklessness and skills in local labour markets, and makes recommendations for overcoming these.
