The original report from Core Cities and PricewaterhouseCoopers which called for a form of Tax Increment Financing suitable for the UK’s circumstances.  Dubbed Accelerated Development Zones, this is a way to forward-fund major infrastructure, ideas which the Government has now committed to implement.
